For a functional city with a thriving democracy, you need to pass and enact laws that are in the best interest of your city in Frostpunk 2. Council laws are passed through Council Hall.
Depending on which laws you choose in the best interest of the people, you can speed up exploration for fuel and heat resources, food generation, security, and more.
I’ve formed a list of laws that I think are the best City laws you should pass and enact first in Frostpunk 2.
1. Survival Laws
Law | Effect |

Successful Proposals and Negotiating with Factions
Each faction and interest group has its own agenda so passing laws is going to be hard. But there are some things you can do to earn favor with opposing factions.
Each faction has its own core values categorized into three main groups:
- Adaptation/Progress
- Equality/Merit
- Reason/Tradition
Propose laws that align with the core beliefs of the factions you want to support. For example, if you have a faction that values technological progress, prioritize laws that enhance technological development.
But how to know what the factions want? Hover over the belief icons on the action menu to see which factions will be positively or negatively affected by your proposed laws.
To pass laws you need to build Counsil Hall. This building is where you will pass and enact laws if you manage to get support from different interest groups.
One thing that worked out great for me so far is funding projects that factions care about.
You can make promises to earn favor but if you end up breaking your promising, it will have long term consequences. Making promises to factions can temporarily boost their approval but you have to come through on them.
Allow factions to propose laws during Council sessions. Even if their proposals do not pass, this act can increase their trust and approval.
How to Build Council Hall
The following are the Council Hall building requirements:
- 80 Heatstamps
- 40 Prefabs
- 200 Workforce
Know that you will need to play the game’s story to a certain point in Chapter 1 to unlock Council Hall before you can build it.
