Heiji is a big part of Assassin’s Creed Shadows because he will be your primary blacksmith in your hideout. Thankfully, you get to find Heiji the Blacksmith very early on during the “Way of the Blacksmith” main quest.
In the quest you get three vague clues of his location and all things point to Sakai. There are two ways to find his location and in this guide I will tell you the exact location of Heiji in AC Shadows.

His location is east of Port Sakai and as I said there are two ways to find his exact location. One is to use Scouts to investigate the area and the second method is this guide, check the image below for this exact location:
Go to this location and hold down the left trigger to use Focus mode. Roam around the area for a bit to spot a blue quest marker in Focus Mode or climb up rooftops to spot Heiji.
He is being attacked by a handful of enemies so deal with them. Take them down and speak with him. Naoe will send him off to the Hideout. However, you can’t use the Blacksmith until you get enough resources to built a Forge in the Hideout.
Heiji will help you upgrade your weapons and gear. Each piece of equipment can be upgraded multiple times before it is maxed out.
Usually, you need minerals, silk and in-game currency to upgrade weapons and armor.
