Method #1: You need to focus on missions located within the Hollvania Tileset because that is the only way to get your hands on Techrot Motherboards. You can earn Techrot Motherboards as part of mission rewards from the loot pool.
Method #2: You get them by destroying Techrot Motherboard Clusters scattered throughout Hollvania missions. These clusters have a guaranteed drop, so the effort will always be worth it in the end.
Method #3: You can find them inside containers aka loot boxes in Hollvania Missions, but it is not the most reliable method. While you can find Techrot Motherboards in loot containers, the drop rate is significantly lower compared to destroying clusters.
Lastly, some enemies drop Techrot Motherboards too, but the chances are slim, so I highly recommend sticking on Techrot Motherboard Clusters for the best farming of this resource.
