Rust is notoriously bad on handhelds but if any handheld has a shot at running this game at a decent frame rate, it is Asus ROG Ally and Ally X. If you’re a Steam Deck user, then you’ll probably won’t even want to go through the hassle of running it.
With the right settings you can push Rust to 35 to 45 frames per second on Asus ROG Ally and sometimes over 50 fps on Ally X.
Run the game at 1080p (you can try 720p with AMD Fluid Motion to try and hit 60 fps).
I used 6GB VRAM and ran Rust at 30W at all times on ROG Ally.
