Frostpunk 2 is all about good governance of your city, managing resources like fuel to generate heat, and pass laws that are good for the growth of your city.
The Council Hall is where you propose laws that govern the city. Each law must be voted on by delegates representing various factions within your community.
It is probably the most important structure in your city where you manage the interest of different factions and interest groups in New London.
Each faction has its own agenda and Council Hall is where you try to navigate the complexities by negotiating with factions to secure votes for your proposed laws.
You’ll have to build the Council Hall in New London to get started on the laws and regulations you want to enact.
Building the Council Hall in Frostpunk 2
You will be prompted to unlock the Council during Chapter 1 of the Story Mode. This will guide you through the basics of using the Council to enact laws.
When you have access to the Council Hall building, press the “N” key (or navigate through your controls) to open the building menu.
In the building menu, go to the Central tab where you can find various important buildings, including the Council Hall.
The following are the Council Hall building requirements:
- 80 Heatstamps
- 40 Prefabs
- 200 Workforce
The best location to place the Council Hall is the Central District of your city. This area is typically reserved for key buildings that facilitate governance and management.
When you place the building, you need to make sure you have enough workforce assigned to complete the building process.
After a short period, the Council Hall will be built and operational.
