There is no RNG involved in getting the Medieval Mace. The legendary weapon is only sold by vendor Doug in the Town Hall Safe Zone, Castor Woods region. You need to reach a certain point in the story to unlock the Town Hall Safe Zone.

Fast travel to the Town Hall Safe Zone building, north central Castor Woods. If you don’t know, it is the big gated building in the middle of the Town Square. You get access to this building as part of the main story.
