The ingredients can be obtained by completing Goblin quests that appear randomly across different islands. Keep an eye out for a Goblin, and when it spawns, the game will announce it in chat and on-screen (“A Goblin has spawned on [Island Name]!”).
Quickly make your way to that island and talk to the Goblin. The Goblin will give you some easy challenges like jumping a specific number of times, typing something in the chat box, etc. After completing it, talk to the Goblin, and it will vanish, leaving behind a Witch’s Ingredient.
Take the ingredient to the Witch and put it in the cauldron. Keep gathering and submitting the ingredients until the Witch receives all of them. After that, the Witch will reward you with the Blazed Handle as the final quest reward.
