Crime rate can really impact your ability to maintain a healthy society in Frostpunk 2. Your morale will take a hit which eventually leads to another problem, Goods production as well as production of other resources will go down.
You can implement a multi-pronged approach that focuses on improving security, enacting relevant laws, researching crime-reducing technologies, and balancing the city’s population.
To check the status of your city’s crime rate, hover on the handcuff icon under the Resource Drawer at the top of the screen.
An information pane will appear which shows the current Crime Rate in your city. If crime is “Absent” then you’re doing a good job. If the status of crime is “Growing” then you need to use the following methods to bring it down to “Diminishing” and then eventually to “Absent.”

Increase Goods production
If the needs of your people aren’t met, then you’re going to experience a rise in criminal activity. Increasing Goods production is a great way to reduce crime in New London.
You can do this by investing in Industrial Districts. Build and expand Industrial Districts to increase Goods production in Frostpunk 2.
Enact Crime Reducing Laws

Some Laws in Frostpunk 2 have a direct impact on crime rate. They reduce crime significantly.
Here are the laws that can help you decrease crime in Frostpunk 2:

If you pass the Crime Elimination law, it will trigger Public Execution which will give Housing Districts with prisons the “Execute Prisoner” ability which further lowers crime rate.
Build infrastructure to reduce Crime
After passing relevant laws and making sure Goods production is high, you can move on to creating Buildings that decrease Crime. There are 5 buildings that I think have the most impact of crime rate:

Investing resources into Watchtowers in a Housing District will give that District the “Random Searches” ability. When crime rate is at “Minor” level you can use this ability to further reduce crime.

Get Guard Squads
Guard Squads are used to regulate crime in New London. To check how many Guard Squads you have available at the moment, check next to the shield icon in the top right corner.

There are also some laws related to Guard Squads aka Guard Enforcers that help decrease crime.
- Pass the “Guard Enforcers” law and enable “Mobilize Watchtower Squads” in Housing Districts with Watchtowers.
- Implement the “Steward’s Militia” law and select the “Enlist to Steward’s Militia” option for factions at the bottom of the screen.
- Activate “Mobilize Prison Wardens” or “Conscript Inmates” in Housing Districts with Prisons.
- Research and enact laws like “Dutiful Youth” to increase the percentage of active workers and reduce crime.
Manage population
If your population is high and Goods are low, then your crime rate will go up. If there is no immediate way for you to increase Goods or invest in Guard Squads, then the best way to lower crime rate is to make sure you manage population numbers.
Transfer excess population from the city to established Colonies to reduce the strain on resources and potential for crime.
