There comes a point in Where Winds Meet, during the story quest, where it seems like you are stuck because the entrance of the Stone gate is blocked. To open the stone gate and go to the other side of the puzzle, you need to ring the bells in a certain order to proceed further in the quest Blind to the World.

Stone Gate Puzzle solution in where winds meet
Head to the Qinghe mountains and talk to Unfated Tian, standing on the edge of the crimson cliff above the Moon Lake.
Unfated Tian will ask you to investigate Moon Lake. After investigating the bottom ground, you will see a drainage for the lake that needs to be opened.
Open the three contraptions, and Moon Lake will drain, showing you a path to go further underneath it. There is a mini puzzle around the statue of the Lunar Goddess as well, just stand on the glowing stones in an anticlockwise direction
After that, a sound will play and an entrance will open; just follow the path that will lead you inside the cave until you reach a broken wooden bridge. Find a way to go to the other side of the bridge where the Stone gate is.
To go the other side, there is a hidden path to your right where the wooden bridge starts. Be careful, as that cave is full of blue flowers that make you blind, but your hearing is heightened after stepping on these blue flowers.
Step on these flowers and just follow the white bubble popping up path and reach the other side using the underwater. Talk to Unfated Tian in front of the gate, and he will ask to split up and find a way to open the stone gate in Where Winds Meet.
Right in front of the stone gate, there are stairs leading to a platform above it. Head there to activate the Moon Lake teleport. Along with that, there is a signpost; interact with it, and in a cutscene, bells will ring that have to be replayed in the right order to open the stone gate.
