In The Outer Worlds 2, to complete the side quest Who else But Us you need to find 5 Armorial IDs in the Skycutter A102 on Paradise Island. Not only that, you will also be able to complete the other side quest, Ascent in the Howling Tower. The other involves obtaining the schematics of the control panel on the roof.
Here’s a detailed breakdown of each location of all five IDs, and also the location of the Control Panel schematics in Outer Worlds 2.
All 5 Armorial ID locations in the Outer Worlds 2
To get all 5 Armorial Ids, go to the Skycutter tower by using Fast Travel and head inside the building.
After entering the Skucutter A102, head straight and then towards the left to the basement of the building. In the basement, you will find the heavy-duty container. To unlock the container, you need 5 Protectorate Armoria ID.
Armorial ID Location #1
The first ID is on your left side of the container, in the pocket of the dead body of Warden Captain Beauregard. Along with that, don’t forget to grab the Skycutter entrance key too from him. You need the Skycutter key to enter the next deck.
Armorial ID Location #2
To get the second Armorial Id, go back from where you cam,e and there is a door on the stairs platform in front of you. Open the locked door using the skycutter key that you picked before.
After entering the door, jump out of the window and you will get the second Armorial ID near the elevator as circled in the image below.
Armorial ID Location #3
From the second location to your left go upstairs and you will reach Deck 2.
From Deck 2 take the ladder and then the other one to your left not the stairs.
Once you reach Deck 3, you will see a dead body of Warden Gunner Aimes in a sitting position, from him you will grab the 3rd Armorial Id in The Outer Worlds 2.
Armorial ID Location #4
Now go to the other platform that is infront of you. To reach there jump down to the stairs leading to the other platform and climb the yellow ladder to your from there.
After the yellow ladder go upwards by using the hanging supports. Go around the elevator by using these hanging platfroms.
Once you reach the other side, follow the path that will lead you to the yellow ladder again, climb that to reach Deck 6. You will get the 4th Armorial Id from the body of Cadet Warden LaRue beside the elevator.
From him you will also get Skucutter Lift Override key, to get the final and fifth key on Deck 7. Use that key in the Skucutter Tpwer A102 lift terminal to your left.
Armorial ID Location #5
Enter the lift and select Deck 7.Once you reach the Deck 7 head out to the Paradise island from the door. On getting out of the door from Deck 7 you will see a dead body in front of you, from whom you will get the last and fifth Armorial Id.
After collecting all the Armorial IDs head back to the ground level using the lift. Use all the 5 Armorial Ids to open the heavy duty container and complete the side quest Who Else But Us.

How to get and use control panel schematics location in the outer worlds 2
From the same Skycutter A102 tower, one more side quest is attached;Ascent in the Howling Tower. To complete this you need the Control Panel Schematics to send a power surge. You will get the control schematics from the same body where you got the fifth Armorial Id on Deck 7.
Collect the Schematics and head staright ahead from there to use the schematics and complete the side quest Ascent in the Howling Tower.
