The prompt is simple and easy to understand for sure. All you need to is complete two activities in the West End section of the map. You can do Hostage Situations, Public Executions, Propaganda Broadcast, Territory Control, Elite Patrols, Supply Drops, and Resource Convoys.
Choose any World Difficulty, it doesn’t matter, but I recommend doing them on higher difficulties for maximum rewards.

- Riddle: “Eliminate enemy officers in West End.”
The second riddle will have you taking on Enemy Named Elites in the West End region of The Division 2 map. One way to do is to run story missions in the region but the best way I think is to run Bounties in the area. Bounties are short and quick, and they spawn named enemies every time.
So Basically, do five Bounties and you’ll be done with this riddle.

Riddle: “Take over the Federal Emergency Bunker.”
The third and final riddle in Y7S1 Scout 4 Manhunt Riddles will have you taking over the Federal Emergency Bunker. Run this mission on any difficulty, and you’ll be done with all the Scout 4 Riddles.
