In Assassin’s Creed Shadows every quest is basically a questline with multiple objectives as sub-quests. Finding the Papers is a short quest that falls under the Belly of the Beast quest.
As before you will have vague directions and using Scouts also only gives a general directions. You can find it yourself but if you want to speed things up, here’s where to find the papers in AC Shadows.
Papers Location in Belly of the Beast Quest in Assassin’s Creed Shadows
The location of the Papers is in a small guarded compound opposite Nijo Castle in Kyoto. You can sneak inside or use like way, take out everyone and walk right through the main gate.
The papers are inside the big central building. If you enter from the main door in the front of the building, the papers are sitting on a table inside a room on your left. You can take a look at the video if there is any confusion.
