The Executioner is part of the group of people who killed Naoe’s father in Assassin’s Creed Shadows. Finding his location is part of a main quest and as is the case with most quests in the game, you are given three clues to track him down.
All clues to lead to a base in Nanatsumatsu. The location is pretty easy to find but if you haven’t unfogged the area then you need to visit the region first before you can find him.

The Executioner Location in Assassin’s Creed Shadows
The Executioner is in Izumi Settsu, in a base camp in Nanatsumatsu.
In the images you see above I had already cleared the camp and killed the Executioner but this is the location and base camp where you will find him.
I recommend approaching at night and taking out his minions first. He has around 4-5 minions with him if I remember correctly. If you take them out first, they won’t all be able to gang up on you when you try to assassinate the Executioner.
There is also some loot chests in the area with rations and other resources and three prisoners that you can free after completing the objective.
